Welcome the test version of Boligmerket

Sarpsborg municipality, through the project Bo bedre and Områdesatsningen i Østre bydel, invites landlords to participate in a pilot of Boligmerket.

Boligmerket is a national label developed in collaboration between Norsk Eiendom, Leieboerforeningen, Nedenfra Ideelt AS and Pådriv Oslo.

The goal is to contribute to a safer, more transparent and more serious rental market. Through a self-declaration, you as a landlord can confirm that the property meets applicable laws and requirements.

The property label will contribute to:

  • Increased security for tenants

  • Recognition of serious landlords

  • Better living environment in the eastern part of the city

What is Boligmerket? Boligmerket is a digital tool where you as a landlord fill out a self-declaration about the property's technical condition and living conditions. If the property meets the current requirements, it is awarded a digital Boligmerket-label.

Privacy & Data

All data is processed in accordance with the General Data Protection Regulation (GDPR). The information is only used in connection with the pilot project. You can read more about data processing here.

Relationship to municipal supervision

Boligmerket is based on the landlord's self-declaration. The label does not replace the municipality's right and duty to carry out inspections in accordance with current regulations.

The project is carried out in collaboration between Sarpsborg municipality, Norsk Eiendom, Leieboerforeningen, Nedenfra Ideal AS and Pådriv.

By participating in the test in the spring of 2026, you contribute to developing a more open and professional standard for rental in Norway.

For tentants

When a property has Boligmerket, it means that the landlord has submitted a self-declaration and confirmed that the property meets Norwegian laws and requirements.

Boligmerket in your home is part of a pilot project carried out in collaboration with Sarpsborg municipality and Områdesatsningen i Østre bydel.

Through Boligmerket, the landlord has confirmed, among other things:

Your security

  • The home has working smoke detectors, extinguishing equipment and safe escape routes

Your living environment

  • No harmful moisture or mold

  • Sufficient light, ventilation and indoor climate

Your rights

  • The tenancy follows Husleieloven

Technical standard

  • Electrical installations are sound

  • Radon levels are within recommended limits

How to find more information

The landlord must be able to show the declaration form, either as an attachment to the lease or on request.

Do you notice any discrepancies?

Boligmerket is based on trust, and the information must correspond to reality. If you believe the property does not match what the landlord has confirmed:

First, contact the landlord and try to clarify the situation.

If you do not agree, you can find more information at the Rent Disputes Tribunal about rights and responsibilities.
